You should review these fixes if you see a Blackberry Event ID 20000 Blackberry Messaging Agent error message on your computer.

Your problem can have many different reasons why a Blackberry user can receive emails, but cannot send them back and forth. A good place to start troubleshooting is in the application event log, preferably on the BES server.
In this case, you have a user who cannot send emails but should still receive emails. After taking an inventory of the event logs, I found one or two event logs with ID “20000” that look like this:

This is very clear when it comes to a full inbox (or at least the inbox limitation that only allows each user to receive emails and can’t even send them, this limit has already been reached). The next steps might be to force the user to upgrade their mailbox to free up space, or increase the mailbox size limit, or send the account size to Exchange.
Blackberry technical documentation describes this event error as follows:
The BlackBerry device has reached its mailbox storage limit and will not be allowed to send e-mail on the Internet until the Microsoft data store is back within the allowed limit. A BlackBerry device user can receive emails, but cannot sende-mail marketing emails. Troubleshooting: Delete email messages from the user’s BlackBerry user’s device mailbox, but empty the Deleted Items folder.
To resolve this issue, we recommend that you empty the user’s mailbox or increase the size of their Exchange mailboxes. If people have the same symptoms but don’t receive the message for that specific Game ID, there are other troubleshooting options. One that I do a lot of research is to make sure the BES Administrator account has full Send As permission on the Users page in Active Directory. (Required if you want to view Active Directory in advanced mode.) Mode to view the Permissions tab for a user object.
If these users cannot be erased from their BlackBerry devices, enterprise activation is a cost-effective fallback option. Assuming everything else is working fine (and all other internet consumers seem to send and receive and everything is fine) this should fix any issues for the user. Of course, you must exhaust all other validation options before trying!
The difficulty that a Blackberry user can explore without sending an email can have many different reasons. A good place to start troubleshooting is in the application event log, which you process with the BES.

Obviously, this indicates a full inbox (or at least the limitation of our inbox that allows people tolearn emails, not when this limit has been reached a long time ago). The next steps should be to force the user to empty their mailbox to free up a lot of space, or to increase the mail size limit, or send a limit measurement to Exchange.

A BlackBerry device user has the required mailbox storage limit and typically does not have permission to send email alerts until the Microsoft Information Store is back within a valid range. The Blackberry device user can receive emails, but messages cannot send email. Troubleshooting: Delete email messages from the user’s BlackBerry device mailbox and use their Deleted Items folder. Starting the user’s mailbox or increasing the Exchange mailbox size limits should resolve this issue. If you usually experience the same symptoms but cannot get it specificallyNot the event ID message, there are other ways to interrupt the troubleshooting process. The one I check often is usually to make sure the BES administrative account has Full Send As permission for the user account when it is in Active Directory. (You must use Active Directory in advanced mode.) – But look at the Permissions tab for these custom objects.
If all else fails, wiping that user’s BlackBerry device followed by a new volume activation is a solid alternative. Assuming everything else is doing your job correctly (and all other users will send, receive, and OK), this should fix any issues for that user. Of course, you should exhaust all other search options before attempting this!
